Indonesian smelters halt tin ingot exports -assoc

Smelters in Indonesia's main tin producing region of Bangka island have halted all tin ingot exports and will meet this evening to decide the length of the ban, an industry group said on Monday.

Smelter owners on Bangka island are due to meet from 1300 GMT to discuss the export ban, the Indonesian Tin Industry Association, told Reuters.

"Smelter owners had agreed to stop all tin ingot exports," said Murod. "(It) started two days ago -- owners are not doing shipping until unspecified time limit."

He added that the meeting had been arranged with the Bangka governor Eko Maulana Ali, and that smelter owners could re-start if prices returned to between $22,000-$24,000 a
tonne range.

Tin, mainly used in solders for electronics, struck a record high above $33,000 in April but like other base metals has slumped in recent sessions, as fears of a global recession fueled another round of selling in base metals.

At 0741 GMT, benchmark tin on the London Metal Exchange fell more than 8 percent to a low at $18,401 a tonne on fears over economic uncertainties.


On Friday, Murod said tin exports from Southeast Asia's largest economy, could fall by more than half to 40,000 tonnes per year, if benchmark tin prices held at current levels or below.
"The market is in deficit despite price action, and this would help shore up the market," said Robin Bhar, an analyst at Credit Agricole in London. "It wasn't that long ago we were trading $28,000-$29,000... this news will help to stabilise.

"It is not going to take it all the way back up to $29,000 but effectively, it puts a floor under the price," he added. "This sort of news, if it is confirmed and followed through ... this will have a major impact on the market."

Indonesia, the world's top refined tin exporter, expects to produce 90,000 tonnes of refined tin this year, up from 78,965 tonnes in 2010, on expectations of improved weather conditions.

Trade ministry data showed that Indonesia's tin exports from January until August this year were 67,989.84 tonnes.

Bangka island, off Sumatra's east coast, is the world's largest tin-producing area. Indonesia supplies about 30 percent of the world's tin consumption.

A crackdown on illegal mining, tighter export regulations, declining onshore reserves and rain that had hindered production in Indonesia helped drive the tin rally earlier this year.
Small smelters on Bangka island depend on traditional miners for between 70 and 80 percent of their ore supply.

Indonesia tin exports may fall 50 pct on price drop-assoc

Tin shipments from the world's top tin exporter Indonesia may fall by over 50 percent to 40,000 tonnes per year, if benchmark prices for the metal remain at current levels or below, an industry association said on Friday.

"My forecast, if prices remain at current level or lower, then annual exports will fall ... with volume at 40,000 tonnes per year," Johan Murod, general secretary at the Indonesian Tin Industry Association, told Reuters.

Ekspor Timah Diperkirakan Stagnan Sampai Akhir Tahun 2011

Ekspor timah batangan diperkirakan masih stagnan pada kisaran 8.000 ton per bulan hingga akhir 2011 karena pergerakan permintaan akan komoditas tersebut cenderung tidak berubah.

"Kalau nanti harga timah bisa kembali naik sampai US$ 26 ribu per ton pun, volume ekspor tidak akan lebih banyak dari September ini. Saya lihat tipis kemungkinan ekspor timah akan naik karena November-Desember permintaan biasanya sepi, banyak industri yang tidak terlalu aktif pada akhir tahun," kata Wakil Ketua Umum Asosiasi Industri Timah Indonesia Rudi Irawan ketika dihubungi di Jakarta, Senin.

Selama Agustus 2011, menurut data Kementerian Perdagangan, ekspor timah batangan tercatat 8.559,61 ton dengan nilai US$ 197,74 juta atau turun dari Juli yang volumenya mencapai 9.316,20 ton dengan nilai US$ 223,34 juta.

Menurut Rudi, penurunan realisasi ekspor timah batangan selama kurun waktu itu terjadi karena harga komoditas tersebut di pasar internasional menurun sehingga eksportir memilih untuk menahan kegiatan ekspor hingga harga membaik.

Harga rata-rata timah batangan di pasar internasional yang tercatat pernah mencapai US$ 32.347 per ton pada April 2011 cenderung menurun hingga menjadi US$ 25.519 per ton pada Juni dan kemudian naik lagi menjadi US$ 27.396 per ton pada Juli.

"Selama Agustus harga timah turun, berada pada kisaran US$ 23.000 per ton hingga US$ 24.000 per ton," kata dia.

Pada September pun harga timah di pasar internasional tidak banyak berubah. Sebagai gambaran, pada Jumat (9/9) harga timah di London Metal Exchange tercatat sebesar US$ 24.480 per ton.

Selama Agustus 2011, ekspor timah batangan paling banyak masih ditujukan ke Singapura yakni sebanyak 7.065,80 ton (US$ 162,65 juta), kemudian Malaysia sebanyak 759,90 ton (US$ 17,83 juta) dan Jepang sebanyak 278,12 ton (US$ 6,42 juta).

Alih Pasar

Meskipun secara keseluruhan turun, namun selama kurun waktu itu ekspor timah batangan Indonesia ke beberapa negara seperti Jepang dan Belanda justru terlihat naik dibanding bulan sebelumnya.

"Mereka rata-rata mengalihkan pasar ke negara-negara Eropa dan Jepang supaya bisa mendapat harga premium. Selisih harganya bisa sampai US$ 500 per ton. Kalau di negara seperti Singapura dan Malaysia eksportir biasanya mendapat potongan sampai US$ 400 per ton, di Jepang dan negara-negara Eropa mereka justru mendapat tambahan sebesar itu," katanya.

Ekspor timah batangan ke Jepang yang selama Juli 2011 tercatat sebanyak 101,12 ton (US$ 2,74 juta) memang meningkat signifikan menjadi 278,12 ton (US$ 6,42 juta) pada bulan berikutnya.

Ekspor komoditas tersebut ke Belanda juga naik dari 50,61 ton (US$ 1,33 juta) pada Juli 2011 menjadi 76,21 ton (US$ 1,68 juta) pada Agustus 2011.

Sementara ekspor timah batangan ke negara utama seperti Singapura selama kurun waktu itu tercatat menurun dari 7.755,90 ton menjadi 7.065,80 ton.

Ekspor komoditas tersebut ke Malaysia yang pada Juli 2011 sebanyak 883,78 ton, juga turun menjadi 759,90 ton pada Agustus 2011.

Ekspor Timah Turun Selama Agustus 2011

Realisasi ekspor timah batangan selama periode Agustus 2011 tercatat 8.559,61 ton dengan nilai US$ 197,74 juta, turun dari bulan sebelumnya, demikian data Kementerian Perdagangan Jakarta yang diperoleh Senin, menunjukkan.

Selama Juli 2011, realisasi ekspor timah batangan tercatat 9.316,20 ton dengan nilai US$ 223,34 juta.

Kepala Sub Direktorat Ekspor Produk Pertambangan Toto Rusbianto memperkirakan, penurunan ekspor timah batangan selama Agustus 2011 terjadi karena harga komoditas tersebut di tingkat internasional menurun, sehingga pelaku usaha menahan pengiriman ekspor.

Harga rata-rata timah batangan internasional pernah mencapai US$ 32.347 per ton pada April 2011 kemudian turun menjadi US$ 28.271 per ton pada Mei dan turun lagi menjadi US$ 25.519 per ton pada Juni dan naik lagi menjadi US$ 27.396 dolar AS per ton pada Juli.

Di London Metal Exchange pada 29 Agustus 2011, harga timah tercatat senilai US$ 23.819 per ton, sementara Jumat (9/9), harga timah di London Metal Exchange sebesar US$ 24.480 per ton.

Menurut data Kementerian Perdagangan, ekspor timah batangan pada Agustus 2011 paling banyak masih ditujukan ke Singapura yakni sebanyak 7.065,80 ton dengan nilai US$ 162,65 juta, kemudian Malaysia sebanyak 759,90 ton (US$ 17,83 juta) dan Jepang sebanyak 278,12 ton (US$ 6,42 juta).

Di samping itu, selama Agustus lalu timah batangan Indonesia juga diekspor ke Korea sebanyak 85,82 ton dengan nilai US$ 2,03 juta, Belanda (76,21 ton senilai US$ 1,66 juta) dan Taiwan (74,25 ton dengan nilai US$ 1,83 juta).

Sementara ekspor timah batangan ke India tercatat 49,73 ton (US$ 1,19 juta), Thailand 48,58 ton (US$ 1,18 juta), AS sebanyak 25,50 ton (US$ 702,22 ribu), China 25,44 ton (US$ 559,70 ribu), Turki 25,07 ton (US$ 551,53 ribu), Spanyol 25,03 ton (US$ 550,67 ribu) dan Australia 20,15 ton (US$ 520,95 ribu).

Indonesian palm oil refiners the winners after tax move

* Refiners, down-stream business gets boost from tax changes

* Indonesian palm oil industry wins upperhand over Malaysia?
* Wilmar, SMART among those likely to benefit

Indonesian palm oil refiners and other downstream firms will be the big winners after the world's top producer made changes to its export taxes this week, analysts and traders said on Friday. 

Southeast Asia's biggest economy will cut the export tax cap on crude palm oil (CPO) to 22.5 percent from 25 percent previously, and on palm oil products (olein) to 13 percent from 25 percent from Oct. 1. 

"If the palm products export tax is slashed from 25 percent to 13 percent, that appears to be quite a significant reduction," said commodities analyst Chen Xin Yi at Barclays Capital.
"At a broader policy level, it makes sense to promote more downstream, value-added industries and refineries will be one of them. 

"In the absence of any changes to Malaysian CPO and palm product export tax structure, and assuming that Indonesian and Malaysian refiners had so far been price competitive, my preliminary assessment is that Indonesian refineries would have an advantage over Malaysian refineries." 

Indonesia outpaced Malaysia to become the top palm oil producer in 2007, and is expected to produce about 23 million tonnes this year.

Exports from the archipelago of 17,000 islands are seen at 17 million tonnes in 2011, with India a top buyer. 

The CPO export tax, set at 15 percent for September, is aimed at securing domestic supply and reducing volatility in cooking oil prices. 

Trade ministry and industry officials meet every month to decide the tax rate for the following month, using the average spot crude palm oil prices in Rotterdam in the preceding 30 days as a reference price. 

The new export rate will be calculated based on CIF Rotterdam prices, Malaysian benchmark and Jakarta future prices, according to a finance ministry document seen by Reuters. 

"The Indonesian CPO producers will now have a greater incentive to sell domestically to the refiners, rather than exporting," said Xin Yi. 

REFINERIES RULE?
Firms with extensive palm interests in Indonesia include Singapore's Wilmar , the world's largest listed palm oil firm, and Sinar Mas Agro Resources and Technology (SMART) .
The government said earlier this year that Wilmar would invest $900 million to build factories in Indonesia to produce palm products such as soap and margarine. 

Palm oil giant SMART plans to invest up to 9 trillion rupiah ($1 billion) until 2015 to make downstream products, the firm said in late March.
"Indonesian refiners gain a much higher refining margin," said a Jakarta-based trader. "This will enable them to reduce their prices and compete with Malaysia." 

(Refiners) have been lobbying intensely," he added. "They hav been expanding their downstream hugely over the past year or already have plans underway as early as this year."

Fitch Adaro Ratings No Immediate Impact on Acquisition Step

Fitch Ratings said that PT Adaro Indonesia's (Adaro Indonesia) ratings are not immediately affected by its parent's, PT Adaro Energy Tbk (Adaro Energy), acquisition of a 75% stake in a green field coal mining company for US$ 222.5 million. 
 
Adaro Indonesia is rated Long-Term Foreign and Local Currency Issuer Default 'BB+' with Stable outlooks. Its US$ 800 million senior notes due in 2019, guaranteed by Adaro Energy, are also rated 'BB+'.

The acquisition is to be funded by drawing down on existing credit facilities of Adaro Indonesia. In Fitch's view, the immediate increase in debt and associated interest does not significantly affect Adaro Indonesia's financial profile. 

The company is yet to announce details of the coal resources acquired and associated development costs or any guidance on coal production from this venture. Fitch will review the ratings once these details are made available.

Both Adaro Energy and Adaro Indonesia continue to display strong financial profiles, including robust liquidity. Both companies reported improved financial results for the six months ended June 2011 due to higher coal production and stronger selling prices relative to 2010. 

Fitch expects coal prices to remain robust and Adaro Indonesia to benefit from increasing production in the short- to medium-term. At end-June 2011, Adaro Indonesia's adjusted debt net of cash to operating EBITDAR and funds from operations interest coverage were 0.85x and 8.72x, respectively (0.83x and 8.71x, respectively for Adaro Energy).
